Jumpies13 do what phantomlover 1717 advised but if that still doesn t work you could always build the foundation out in front of the door a square or two and then add the stairs to those squares that usually works for me. Bryonyrae on the sims 4 forum has confirmed that if you raise the house up one foundation unit there is also no problem and i have confirmed this although if you add a one or two unit stairway the sims tend to avoid those stairs.
